Best port canaveral fun on a low budget

We will be stopping in port canaveral and some friends have a very limited extra spending budget. For some beach time, would the beach at the jetty park be the best option and do you have to take a taxi to get there? If so, do you know how much it would be?

Jetty Park has a nice beach, and it's a very short taxi ride at worst... a couple of miles maybe. Grills for lunch and enjoy!
