They are for new bookings only.

If your cruise is not booked directly there is nothing they can do with an agent booking.

I had a hold on RCCL.com and then booked onboard. They were able to quickly release my hold and take the cabin and re-book it. I would imagine they could release a booking prior to final payment and then re-deposit onboard to get next cruise benefits. It may not be worth the risk though if you are very happy with the cabin.

This will not work if the category you want and are booked in is sold out though as they needed to first book another cabin, release the first and then grab the released cabin to accomplish this.

I will always have transferable open bookings in the future to avoid this issue.

Be careful because if you cancel and rebook, you would be re-booking at current prices, so it could cost you much more than the OBC you will get if the price of the cruise has gone up.
