If you are before final payment date - YES

If after - no - but you could watch higher categories and possibly pay a small charge to upgrade by paying the difference.

As long as you're not at final payment yet, you should be able to get the price reduction.

I booked with a casino rate for our September cruise. The rate dropped and at first they said I would lose my casino cash but the promotion was still current so they dropped my price and I kept my casino cash. I was before final payment.
