understanding military rates and ES

I just got a $65 OBC for Triumph 10/21/2013 sailing, and noticed today on a cruise website that they were offering the same $429 PP balcony rate as Carnival's fall and winter rate, less $25 for military, or $399..So i did a mock booking on CCL website,and when rates popped up it said $504 for military. So I called Carnival and got some very nice help. She stated that their military rate was $424, plus you get $25 OBC..I did not have to submit ES form , and they did the whole thing while I was on the phone, and e-mailed me a new booking summary now showing $89 OBC. What was confusing is the $504 rate showing up ? So it looks as if you qualify for a military rate it is best to call and check.

If this is before final payment, why are you getting OBC? I just called Carnival yesterday because I saw the rate had dropped on our October cruise by $140 and they reduced what I owe at final payment by $140.
