Cruise line with TSA luggage lock

Hi

 

During my last cruise I got my luggage at the port without the luggage lock, nothing was missing in the inside but the lock. I was wondering if the cruiseline and or port use those TSA key or if they want to open the luggage the only option is to brake to lock

 

I still try to figure in my mind what happened to the lock ( and it was locked by the time I placed my luggages in the door at night)

They are not tsa. If they want in your suitcase, they will cut the lock off or send you to the naughty room
