Dolphin swim observer

I booked for 2 people in my party for the Blue Lagoon dolphin swim through Royal Caribbean and I would be an observer, it states to inquire onboard for the observer, is this common?

We are sailing on Carnival and was told the same thing. Blue Lagoon told me there was a $25 per person to observe the dolphin swim. You have to inquire at desk to make sure there is room in transportation to get them to Blue Lagoon. This is how Carnival handles it so guessing other ships are close to the same.
