First, if you are checking baggage, Amtrak recently raised its baggage check cutoff from 30 to 45 minutes before departure. That means checked, not standing in line to get them checked. So you'd need to arrive at the station with enough time to get your bags checked by 6:55 am.

Baggage services are straight ahead and off to your left as you enter the station.

The podium where you check in and board is on the south side (to the right as you enter) of the waiting room by the platform gates. They start boarding about 1/2 hour before departure, but the line usually is forming before they actually start checking people in. If you want a seat on the water side (left) you should try to be towards the front of the line, as almost everyone wants seats on that side.

There is a train to Portland that leaves at 7:30, just 10 minutes before your Vancouver train. Make sure you line up to check in for the right train.

Compared to airports, King Street Station is relatively small and simple, so you shouldn't have any difficulties.

If you take the Link Light Rail from the airport, it is a 35 minute ride. You have to allow time to get to the airport and make the trek through the parking garage to get to get to the light rail. If you are taking a cab, about 30 minutes should do, perhaps a bit longer if you are traveling on a weekday.
