Do celebrity charge from dropping a room cat?

We are booked C1 and there is a big difference by dropping down to another balcony category but not sure if we will get hit with a charge?

It depends on your country (rules are different in different places), whether final payment time has passed yet, and if you are using a travel agent it depends on that particular agent's own policies.

 

Only way to find out is the ask whomever you booked through.
