Need a quick answer for Carnival Vacation Protection

We booked our cruise in Mar and added the Carnival Vacation Protection plan. My mother has a doctor appt tomorrow and we think he is going to deny her clearance to cruise (we sail Monday). He will sign insurance papers. After reading thru our coverage it says that we can get back any charges that we will incur to to the change in cabin (triple to double rate) is that true? Anyone ever experienced this?
