If there is no bookings at that time- they should let you right in. From my experience ,the ice bar opens after the ship sets sail or around 5:30. Take care all of you in the snow & ice:( We were on the Epic for New Years and yes we had to pre-book as it is quite small and they only allow a limited number in at a time. It was $20 per person and the 2 drinks you get are made with Vodka, Icewine, and fruit juice. Actually not bad.
