My ex was a smoker and this is the site that we used when trying to search for hotels that allowed smoking. Some will allow smoking in the room and some have no smoking rooms but allow it on the balcony.

Here is the site. Most are on Cocoa Beach http://www.smokers-united.com/smoker-friendly/hotels/index.php?ln=en&coco=us&city=9676

One in Port Canaveral- The Clarian http://www.smokers-united.com/smoker-friendly/hotels/index.php?coco=us&city=9676&ln=en&view=3

BTW: we never booked through this website, only used it as a tool to narrow down our search.
