You would need to take an excursion (on a catamaran) to get to good snorkeling. We stayed in San Juan for a vacation and went to Culebra on a catamaran for the day. I think the day started at 9 AM, and we got back around 5 PM. Another place is Balneario Escambron ... there is some so-so snorkeling around the fringing reef ... we've seen octopus, barracuda, and some small reef fish.
