Anyone familiar with Carnival Hlfx and Pggyscove tour?

Going to Halifax next week and interested in Carnival excursion offered to Citidel, gardens and Peggys Cove. But, can't tell if Citidel and gardens portion is just a bus ride or stops for walking tour. Three hours seems a little tight for walking tour. Anyone know?
