Yes, either way, you can make advanced reservations.

 

Note that on Royal, you immediately pay in full for reservations made in advance of the cruise.

You can make specialty restaurants reservations in advance. Being booked through a TA or direct doesn't matter.

We wait to book ours once on the ship and have never had a problem doing so.
