Closed-loop cruises in the Carribbean do not require passports. Friends cruise often with another company and no one in her family has theirs. If there's a number on the birth certificate, put that in as the passport number. Use last year's birthday as the issue date, and add ten years as the expiration date. However, in addition to a birth certificate you will need a government issued photo id, such as a driver's license. Send from Danny From the State Dept website--- The U.S. Passport Card can be used to enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports-of-entry and is more convenient and less expensive than a passport book.
