It appears that way in the pictures Yes, most balconies go look down onto the lifeboats...unlike most Princess ships, the Royal's tenders stick out on the sides of the ship. On nearly every Princess ship those on balconies above Caribe and Dolphin deck cabins can look down on balconies below. These balconies represent a much larger percentage of total balconies on, say grand class ships, than those below the skywalks on the Royal. With few balconies on the sides of the Royal that extend further than others, overall the Royal's balconies afford more privacy than those grand class ships. We were a little disappointed with the life boats, but if we had our chair all the way back to the sliding door, you wouldn't see them. Not sure if higher would help.
