cell phone use until ship sails?

I've read that ships are required to turn off their "towers" while in port. So on embarkation day can I assume this is true until the ship pushes off or is there a certain time when the tower is activated? Thanks

You can use your cell phone in port on your own service, not the ship's service, in any port that your cell service has a signal. For smart phones be sure to turn the phone off as the ship leaves port so as not to rack up huge costs for data through the ship's service. Others can answer more detailed questions.

You can also turn off data roaming.

. I've always used my phone in port during sail away being sure to turn it off a few minutes after we leave.My grandson likes to watch the web cam in FLL and talk to us as we back away from the pier.
