Luggage for tour/cruise

I have a question about the luggage part of the land tour/cruise. I know you have to send part of your luggage that you are taking for just the cruise and you are limited to one piece of luggage. Is this one piece per person or per couple? I don't think I could get both of our stuff in just one bag. Thanks.

One piece of luggage per person plus a backpack size item to keep at your seat if you want (camera, purse, jacket, rain gear, etc.). We always pack our cruise wear in one suitcase and the cruise line has it in our room when we arrive on the ship.
