Based on the deck plans and pictures of the ship there doesn't appear to be an overhang directly over this cabin grade. There is an overhang two decks up but, that shouldn't affect your balcony.

 

Try looking on the Princess boards for tons of information on the Regal. Take a look at this link with pictures of the ship and detailed breakdown of cabin locations:

Not sure why someone would say no. The balcony is covered by the balcony directly above, there is a large overhang 4 decks above.
