That's exactly what they did. There are pergolas on the sides of the ship over the loungers but they provide little or no real shade. Pretty useless IMHO.

One of my favorite spots outside the Horizon Bistro:

The above photo is very misleading about providing shade. It only occurs when the sun & ship are in the exact correct position. The lattice covering is a joke & doesn't do much of anything to block sun at any time. Also the wind at the retreat pool when the ship is in motion is like sitting in a whirlwind. The lower photo does provide full shade but only for around 10 to 12 people if a few of them aren't stretched out. Of course there's always the option of moving to the main pool with the blaring of MUTS or the band most of the day.
