While there is no way to know for sure when the rates will be released, historically they are out 15-18 months before sailing dates for the "typical" cruises. If they are not released, book a "dummy" cruise for as far out as you can and move that reservation to the date you want when it is released. Dummy reservations are also called "placeholders."

Just be aware that an onboard booking must be taken with 24 months of the booking date to retain the OBB perks.
