In the past it used to be open quite often on the Emerald. Over the past few years we have seen it locked most of the time especially if there are wind issues. Its up to the Capt because of noise issues/wind etc. The question was asked of the Capt during a a CC M&G. When its open its open to anyone. Lido deck all the way forward.
