Ship In Port Cell Phone Usage

I will be on the Norwegian Sun sailing the Western Caribbean. I am looking into the AT&T International Passport package for texting and talk services. Does anyone know if you make a call from your cell phone on the ship in a port, such as Mexico, if it is billed as if you were calling from land (Mexico) through your cell phone plan? In other words, do they turn off the cellular at sea while it's docked? I don't want to end up with a huge phone bill. I may stay on the ship in some of the ports. Thanks!

They are supposed to turn off the ships towers, and in my experience they do. I have heard of rare times when it did not.

 

BUT - your phone will show you which carrier you are connected to, so no surprise. By the way, the calls from the ship are $2.49 a minute. No plan needed and sometimes only a bit more than any land based plan.
