Can any recent Gem cruisers tell me if they have refrigerators in balcony rooms on deck 9.

Yes, deck 9 balconies have a fridge. Coffeemaker, too.

I haven't seen any NCL coffee program. As far as I know, none exists and it is a la carte from the atrium coffee bar.

The "fridge" is the mini-bar. If you want to use it for personal items, you can ask your cabin attendant to empty it out for you. We always do that the first day. Keep in mind that it won't be as cold as a true refrigerator, but it's certainly sufficient for keeping beverages cold. :)
