Instead with friends we hired a cab and went to the Rallo museum and then on to the former home now museum of Carlos Paez Vilar. These two places although we are not deeply into art were amazing. Plus going from one to the other gave us a tour of the outstanding architecture of the place...amazing one home/estate more beautiful than the next and wandering around the home of Carlos Paez Vilar was a truly great experience. We also reflexively waved off taxi drivers offering a tour. Big mistake. There wasn't much to see that was walkable. The tourist map showed an "arts district" that was basically a few blocks with moderately interesting murals - but nothing else really arty. I'd recommend doing a tour of some sort. As for the comment on the weather - this is pretty far north, so assume it'll be hot and humid. Your cold weather will be closer to the horn in Ushuaia, Punta Arenas and thereabouts.
