You can cancel or change your reservation up until the cancellation date even if paid in full. Although, I've never seen one, I've heard of some charging a fee to cancel a reservation. That is in addition to what the cruise line charges. Also, just because someone's reservation has one cancellation policy doesn't mean other NCL ships/itineraries have the same.
