Best Liquor prices on my itinerary?

St. Thomas for sure! Also if you purchase in St. Thomas you are allowed 5 liters pp duty free when you return to the US, instead of the usual 1 liter per person if you purchase anywhere else in the Caribbean.

 

(6 liters per person is allowed if the 6th liter is a product of the USVI)

San Juan for us! Right inside the port building was a shop (January 2014) with Buy One Get TWO Free!! Bought 1 bottle of Canadian whiskey, got 1 free, then 1 free bottle of a flavored liquor (Coconut rum, Vanilla Kaluha, etc.) We took our 6 bottles on ship and then were so thrilled with the deal, we went back and got 6 more.

 

We declared all on our customs form, but were not asked to pay duty.

I have always heard that the ship will price match anyone with a picture .

If you have proof of a price, the ship will match it. Also, San Juan has NO limit on any type of purchase since it's a US territory not covered under the US Customs merchandise allotment for the Caribbean. The three main places to buy at SJ are at the pier (inside), at CVS across the street near the pier and Supermax supermarket near Plaza de Armas. Prices outside the terminal might not be competitive with the store inside and you WILL have to pay a 7% sales tax. So, YMMV... If not intending to buy anything over 6 litres, St. Thomas would be your best bet.
