There are still a few really foreign carriers that stop in Venezuela but for the most part the major US related cruise lines no longer stop there. Venezuela is indeed in South America, thus a foreign port.

You can cruise from Havana to Venezuela BTW.

Yes, of course, Venezuela is foreign but there is a distinction between foreign and distant foreign as pertains to PVSA. I was unclear if Venezuela is distant foreign and appreciate that has been answered.
