Tolls from EWR to Cape Liberty cruise port

Looking to get a car from the airport to the cruise port, none include the tolls. How much could the tolls be? Car service says it depends on how the driver goes. Is every road there a toll road?

From exit 13A the toll is $3 and from exit 14 it is $1.65. It is possible to get there's without tolls, but that involves taking route 1 north to the route 9 bypass truck route) to pick up route 440 to the port.

We've used Black Executive Car twice, and all tolls were included in the quoted price, which was around $65 for two of us.
