If you have OBC, do they put that credit on your S&S card and if so, does the credit get used before they start hitting your credit card?

Yep... And you can always confirm it by going to the Kiosk or Guest services. I just got off the Valor yesterday and had $100 non refundable and $50 refundable OBC, and they used it for the tips and some misc stuff until all used up.

They use the non-refundable first.

If you have more OBC than you expect to use, you can cash it out at the slot machines in the casino. Took home $270 of my OBC last month and ended up with a $1.26 final bill. :)
