Because the island was raised after the 1900 Storm , the island is 17 ft above sea level at Galvez and the parking garage is three stories on top of that. It would be safeist place to park at a hotel for height. They have shuttles to terminals! The Galveston hotels charge a daily rate for parking ($20+ / night in my experience). Depending on the length of your cruise, this could get very expensive. The only public, multi-story garage that I'm aware of in Galveston is this one: https://www.parkme.com/lot/95109/2100-market-street-garage-galveston-tx It's a good six blocks from the cruise port but might save you a little bit of money.
