You can buy them there but be prepared to pay $10+ for stale cigars.

Pick up a box of Monte Cristo Platinum dominicans here in the states ar a good shop, Rubustos run about 80 to 100 bucks for 10 fresh smokes. Better than most cubans. Watch for fakes when in Tortola. I found them hard to find good ones. Look at Pussers Outpost in Road Town just off from the boat.

I also found badly rolled stale ones in Nassau, near the straw market. Not worth it, IMO.
