If you're docked where most ships dock, at the main terminal (wharves 22 and 21 if looking at the Port of Québec online schedule), it's just down the street, maybe a 10-minute walk at most (when facing the city with the river at your back, it will be to your left). Very easy to find, you should see the ferries running from the ship.

We just took the ferry to Levis in August. On a prior cruise, we were fortunate to find a good area near the Levis Terminal for night photos across the water. Unfortunately, the area beside the terminal is currently under construction, and we weren't sure how far we'd have to trek to get a good view, and it was a VERY HOT day, so we just returned to Quebec City on the next ferry. At night, the view is very pretty, but take a long lens.
