Again, the host may give you an unacceptably long wait time (and you choose to go to another venue, WJ, etc), but you should not be turned away. Cruisers should be used to small changes in the industry. They are how it has grown over the years. At least from my standpoint, it has. I don't see how you could do DD "slowly". They could make it smaller and still open up one or two complimentary venues on the levels above the MDR. As they build newer ships, make all of those DD, the way they did the Quantum class. The point of DD is different venues each with fixed menus and no set times; the size and location don't matter much. MTD addresses the no fixed time, but the other two issues can't really be rolled out slowly. Trying to have for example deck 3 on Oasis as DD and decks 4 and 5 as traditional would be an even bigger mess. Having fixed menus for all of MDR is a non starter. Oasis class already has the different decor for the different venues. Things can be done at the margins, but it's either DD or not.
