Something is fishy about the story.. I went to see if I could book Sunshine for Saturday.. Yep sure i can

if they are on the website while looking at the rooms available it will show that room as not available to a pvp. tell hem to call and talk to a pvp to book while they are not on the computer

 

My PVP had to get a supervisor to unlock it when I did this booking our February cruise.
