I suspect they were waiting for the cruise season to effectively end, since 24/7 dredging for a month would have disrupted the flow of cruise ship traffic. There are only three cruise ships due in November and two in December. The recent Americas Cup World Series races may have also played a role in the decision.

 

By the way they are doing a significant amount of relocation of corals that would have otherwise been destroyed by the dredging. If anyone is interested here's the environmental study that was done: http://www.channelstudy.info/ .
