what if someone is booking single?

My brother is going to bring his girlfriend. Maybe. Maybe not if she is unable to get off work. My question is this.

If he books for himself only at this time does he pay the $250.00 (required deposit for a 7 day cruise) to cover only himself... OR... does he have to pay $500.00 even though its only him booking? Because the room is automatically double occupancy?

I tried to search but came up with conflicting answers. I called carnival and came up with 2 answers, lol. Just curious because it will make a difference as to WHEN he can book.

Also, even if he books as a single with both deposits he may find out that if she waits too long he can't add her to the cabin. Once lifeboat occupancy has been reached, no one else can be added to the boat immaterial of whether there is a bed available for them or not.
