Casino Cash Charge?

I've been reading my cruise documents. Is it true that there is a 3% charge for Chips you get at the casino that are charged to your sign and sail card?

Thats how I usually get cash for islands and other needs. If true I will probably bring travelers checks

Or use the ATM on board. I took $400 for a $5.50 fee. A bit high but better than 3%.
