I know some of the tour operators who are in St. Petersburg offer tours in Helsinki - I've checked them out a little, but they seem similar to ship's excursions (up to 30 people $50USD/person) - any thoughts on them? We certainly found it easy enough to get around via the tram and the ferry (to Suomenlinna Island). There really isn't a whole lot to see and do in Helsinki--I definitely wouldn't pay $50 for a tour and the HO/HO bus reviews aren't all that great either. If you think you'd like to see Helsinki on your own (or any other Baltic port), get a copy of Rick Steves' Northern Europe Cruiseports guidebook. He pretty much tells you step-by-step how to do self-guided tours in all these ports. I found it an invaluable resource when I planned our Baltic cruise in July 2015.
