I can't figure out why you would refer to riding this item (that actually looks like tube) tubing:D Ah, America where we park in driveways and drive on parkways. Thom Tubing here is riding any inflatable towed behind a powerboat. The goal typically is to hang on while the driver of the boat tries to knock you off. In the Washington DC area there are LOTS of parkways, and I can't think of one that leads to a park. A number of the DC area parkways are under the control of the National Park Service (these generally do not allow trucks, but no Park in sight); the rest of the roads called parkways do allow trucks and have no connection to NPS.
