Can Epic Balcony Dividers Be Opened?

NCL's official policy is that the dividers are not to be opened but people seem to open them themselves (easy with a knife, or in my case a Leatherman tool) or sometimes even getting help from the room steward.

On our recent Getaway cruise our room steward didn't agree to open them (we had three M6's in a row) and had closed them on one day after we left them open - possibly because they were to wash the balconies according to the note left in cabin.
