I have read several reviews that complain about no smoking areas being filled with smokers, even in the Dining room and elevators. I am on the verge of switching from an Oceania cruise to a Romantica back to back, but could not tolerate that. Can anyone help me out as to how prevalent this is?

Just got back from a Celebrity Century European cruise that had a lot of smokers who were generally well behaved or the crew asked them to move. The reviews indicated Costa personnel let this slide. Help!
