Is this a flat rate or is it base per person? What would it be just for 2?

The fare for up to 4 passengers in a cab is about $17 each way - for the cab, not per person.

 

Fares to popular destinations will be listed on the fare board near the cab line for your pier (there are 3 cruise ship piers on Coz -- be sure you go back to the correct one, which can be a challenge after that 12th margarita :o).

 

Fares for van taxis that can handle 5-6 passengers and 7+ will also be posted.
