I was told if you go to this restaurant the first night you board the ship you don't have to be dressed up in a jacket and tie,is this information correct?Just wondering if anyone on the ship knows

That was correct when we were on the Quantum from NJ last year so I don't see why it would be different. It is relaxed because not everyone always gets the luggage right away - usually you do but things happen. Enjoy Grande, we did .

This information is correct for both the first and last nights of your cruise.
