Government considers this as Earned Income and is considered taxable income. 1099 or not. But yes, casino winnings on the cruise ship is considered taxable income if you are a U. S. citizen. BigB0882 Posted March 7, 2016 #8 Share Posted March 7, 2016 I emailed them to get a win/loss statement from our cruises this year and they sent the information but did not send a 1099.
