Check-in starts when at Houston's Bayport?

We chose a 9:30 check-in time when registering, but now I see that our prepaid Bayport Parking receipt says "Parking starts at 10:00 am."

 

We were actually planning on arriving at 9:00, as I believe that is what we did last year, got our bags checked early and ready to go. But what's the deal with no parking till 10:00?

 

Does anyone know the earliest time you can actually get in and be ready to get in line to check in?

Our check in time was 9:30. We were dropped off by Uber around that time. It didn't seem like the parking lot was closed at that time,plenty of traffic coming in and going out.Might be more difficult to get a parking spot as people from the previous cruise are still in the process of leaving?
