Certain categories do have minimum occupancy requirements.

OK, you had me confused a bit with "Preferred". These are actually Panoramic Ocean View staterooms.

 

I see the same thing as you do, they are not available for two guests. That may change closer to the cruise, but right now you need at least 3 guests.

Could you book 3 and then cancel the third person before final payment? Or would that be a no-no?

 

I had one booked last year for just 2 people. I later cancelled it for a corner aft JS though. They must have changed the qualifications for them recently.

It's possible that this would work. I don't know how likely it would be, but the cruise line could move them to another stateroom if they fell under the minimum guest requirement.
