Nieuw Amsterdam obstruced balcony?

Are there obstructed balcony cabins on this ship? Or are the obstructed cabins all outside not including inside cabins.....

It depends on what you consider obstructed. Deck 5 center (5053-5138) are above lifeboats so you can't look straight down to the waterline, and deck 4 forward (4001-4042) have steel-wall balcony railings instead of plexiglas, so you can't see much while seated. Also 10005 and 10006 have mostly-steel railings.
