Im sure this has been asked before but any advice would be great.

 

We are booked and paid in full for a inside cabin on the explorer OTS and when i looked at on the RCI website ocean view guarantee rooms are only $15 more in total.

 

as it after hours in Australia i can't ring now but will in the morning, but my question is, can we upgrade to the ocean view guarantee from a inside cabin if we pay the difference or will they not let us as the difference in cost is so little.

 

we have no OBC or anything else that can be affected.

You should be able to upgrade, unless there is some sort of restriction on the uograde price, such as new bookings.
