We've only once been able to book New Year's Eve before sailing. This isn't an issue, we know it happens and they allow it to be booked onboard. That came to about $200 on their particular itinerary. I would call that "dollaring" their passengers to death. In their opinion, Celebrity was much fairer and a better value and experience than NCL. They would have to pay the gratuities on every drink they paid for too if they didn't have the package.
